Workshop 2017: Outsourcing in the area of maintenance brings benefits but demands planning, management and control

 The debating panel of the Workshop 2017—carried out yesterday (April 5) in São Paulo—brought to discussion several points related to the practices of maintenance carried out in the current scenario, starting from the way each sector plans, controls and carries out maintenance, passing by the role and importance of dealers in these activities and placing an actual question: how outsourcing may impact it. The Outsourcing Act (nº 13429) was partially enacted at the end of March by the Presidency of the Republic and allows companies to hire third-party workers to develop functions in their core activity, which includes the main functions of the company.

 

For the engineer Silvimar Fernandes Reis, asset management consultant of the Grupo Galvão and Grupo Mobibrasil and writer of the book Conversando com a Máquina, it is necessary to know what may or may not be subcontracted. “I believe in a hybrid solution, using third-parties in non-strategic areas”, said him. “To have its own structure may be good but—considering the technologic evolution of equipment and their components—we cannot be skilled and have competence in all areas. Consider, for example, engines and transmissions, which have a high level of very sophisticated technology, demanding high-specialized labor to carry out their maintenance”.

 

Fernando Guimarães, executive director of Viação Cometa S/A, talked about the role of the dealers in carrying out the maintenance of its 2500 buses. “I believe that each day we will depend more of them, since it will be more difficult to qualify our area of maintenance to incorporate these new technologies. Before the resizing we had, for example, a team of five mechanics in Belo Horizonte to attend field occurrences. In a one-year period, we had just two occurrences. Then we saw that for us, the best solution would be the use of dealer’s support”, said him.

 

According to him, this change in the structure depends on planning, indicators, control and management of assets. “I may say that currently availability is quite important for the company. But to achieve this target we had to check how much this availability is worthwhile, which is the cost of a stopped vehicle. In addition, we are passing to the dealers the responsibility of labor qualification to attend occurrences and carry out maintenance procedures. Then we may focus in our business”, emphasized him in the panel of the Workshop 2017.

 

In the area of sand and gravel, Marcos Iwamoto Ferreira, Maintenance Manager from Embu S/A, told that the way followed by the company is a little different due to the features of its activity, but that there is a maintenance outsourcing of its fleet of heavy machines. “We do not have so many mechanics, but they are trained, skilled and get knowledge through the contact and expertise of the older mechanics. Talking about outsourcing, we are also starting to use third-party mechanics that left the team of these dealers and are working as self-employed. We have no guarantee by the manufacturer, but they already worked in the dealer and know the dynamics of the company and the equipment”.

 

Since it is headquartered in Fortaleza, Ceará, David Rodrigues, CEO from Makro Engenharia de Movimento commented about the difficulties of having dealer coverage of its load handling equipment. This caused the hiring of their own maintenance crew, investing on training and skilling of its workers. “But I preferred to use third parties, removing this fixed cost from inside the company. With the dealers working inside my company, I might focus just in management. In more developed countries we saw that companies such as Makro work with the specific labor functions of their business. Other jobs are carried out by third parties”, explained him. “But I understand that this passes through a complete change in the business model and that Brazil is not prepared for this scenario”.

 

Luiz Gustavo R. de Magalhães Pereira, CEO of Tracbel Group agrees with Rodrigues about transforming a fixed cost in a variable one and added that a strategy of the company in forming and qualifying labor was the change in the vision of independent mechanics that are currently certified in several levels according to his knowledge and training. “In addition of giving our support, we are taking care of training mechanics indicated by the user”.

 

In the debating panel of the Workshop 2017, Alisson Daniel, director of Escad Rental, said that outsourcing may become a solution in a more forceful retaking of construction and infrastructure works. “If a large number of projects to be attended demands quick actions, outsourcing may be a solution to ensure availability, quality and safety in equipment operation”.

 

The mechanical engineer and consultant Norwil Veloso, writer of the book Gerenciamento e Manutenção de Equipamentos Móveis, listed in his lecture the advantages and problems of outsourcing. Among their benefits are lower necessity of skilled labor, guarantee and updating of specifications and processes. Disadvantages are the need of a control structure, difficulties in changing deadlines and priorities, and higher costs.

 

Another point also brought to the panel by Ivan Montenegro, Director of Installation and Operation from New Steel, was the relationship between maintenance, operation and dealer. “Even with the particular features of the mining industry, operation and maintenance management have similar aspects and influence both areas. Thus, they have to be matched with each other and tuned with their dealers that have to supply the knowledge and/or training about the best way of operation. After all, the operator is the best maintainer of the equipment”.

 

In the panel of the Workshop 2017, the participants also asked to the debaters about genuine, original, refurbished and non-original parts. “The cost of a non-original part may be lower, but the useful life of the equipment will be reduced, even affecting other components of the machine. Therefore, the cost control is important and the indicators have to be quite accurate to guide the decisions”, said Pedro Buffoni, from TMD - Tecnologia, Manutenção e Diagnóstico.

 

Before the debating panel, Luiz Gustavo Pereira, Norwil Veloso and Silvimar Reis, gave lectures that brought technical concepts, indicators, trends and cases about maintenance practices in the current scenario. The moderator of the Workshop 2017 was Claudio Schmidt, Executive Director from the Brazilian Association of Technology for Construction and Mining (Sobratema). The event was opened by Afonso Mamede, presidente of Sobratema.
